Here is the honest picture: fully funded bachelor’s scholarships in Europe are rare. Most large government scholarships are for master’s and PhD students. But a few real options exist for undergraduates, and this page lists them.
Your Main Options
Stipendium Hungaricum (Hungary)
This is the clearest fully funded bachelor’s option in Europe. It covers tuition, pays HUF 43,700 a month (about EUR 110), and gives either a dormitory place or HUF 40,000 a month towards rent. The cash stipend is small, so plan for extra living costs. Read the full Stipendium Hungaricum guide, or the guide for Pakistani students applying through HEC.
DSU Grant (Italy)
Italy’s DSU grant is paid by each region and is based on your family’s income, not only your grades. It can cover a meal allowance, housing and a cash amount. To apply, you need an income document called ISEE Parificato. Read the DSU guide and the ISEE Parificato calculator.
Things to Check Before You Apply
Language: many bachelor’s programmes in Europe are taught in the local language, not English. Check the teaching language first.
Visa money: some countries ask you to show savings for your visa even if you have a scholarship.
Visa steps: see our Belgium Type D visa guide as an example of what the process involves.
Common Questions
Is there a fully funded bachelor’s scholarship in Germany?
Not a general one for international students. But most public universities in Germany charge no tuition, so living costs are the main expense.
Can I apply for Stipendium Hungaricum after 12th grade?
Yes. You need to have finished secondary school, and you apply through the official partner in your home country, such as HEC in Pakistan.
